CCES coordinates two energy bill assistance programs for low-income Monterey, Santa Cruz and San Mateo county residents:
1)The Home Energy Assistance Program(HEAP) provides payment assistance with home energy bills. The one time per calendar year payment varies depending on income, household size, and funding. Households facing shutoff (customer has received 15-day or 48-hour notice) may receive immediate help at emergency service sites centrally located in San Mateo, Santa Cruz and Monterey counties. Applicants should call our 1-888-728-3637 toll-free number for current locations and hours.

Provides energy conservation, consumer education, advocacy, home improvement, utility assistance, and other services to people in need. Offers a one-time per calendar year energy bill payment assistant to low-income residents through the HEAP program. Households must facing shutoff (customer has received 15-day or 48-hour notice).

Helps clients to apply for the California Alternate Rates for Energy (CARE) program offered by PG&E which gives eligible low-income households a 20% discount on their energy bill.

The weatherization program offers energy saving options to eligible low-income households where technicians come to their homes and do inspections. Eligible clients may have their household appliances such as refrigerator, stove, furnace and windows replaced if necessary in order to save energy.

Also offers free low-flow toilets for homes or businesses.

Apply by phone or online. Heap applications with instructions and a return envelope are mailed within 2-3 business days. Once the application is complete, it must be returned by mail with the required documentation
