Section 8 Voucher Program

The Section 8 Housing Assistance Payments Program has proven to be the most sought after rental assistance program nationwide. In providing rental subsidy to very low­income families, the Housing Authority Plainfield uses guidelines, income limits and regulations as set forth by the Department of Housing and Urban Development.

Tenant based vouchers increase affordable housing choices for very low-income families. Families with a tenant-based voucher choose and lease safe, decent, and affordable privately-owned rental housing.

Prior to admissions, all eligible applicants are interviewed individually and then are required to attend a "group" Orientation Seminar that reviews the rules and regulations of the program. All participants sign a one-year lease that can be renewed on an annual basis.

Any property owner/manager/agent interested in participating in the Section 8 Program is invited to contact the Housing Authority Plainfield to obtain more specific information. In order to be considered, all units must meet Housing Quality Standards as set forth by HUD. The Housing Authority conducts an initial inspection of each unit and conducts annual inspections thereafter.

All rental units are also required to pass all local housing codes and have a Certificate of Occupancy (occupancy permit) as issued by the City of Plainfield. Rentals considered include: single-family dwellings, duplexes, garden apartments, low/high-rise or townhouse units. All units must meet rent reasonableness and comparability to unassisted units in the area.

Family Self Sufficiency

The purpose of the FSS Program is to coordinate the use of housing assistance with public and private resources to assist families in becoming economically independent and self sufficient, so that they no longer need the assistance of social services.

Housing agencies work with welfare agencies, schools, businesses and other local partners to develop a program that gives participating FSS families the skills and experience needed in order to obtain and maintain suitable employment.

Program participants are assisted with developing an "Individual Training and Service Plan", which outlines their goals and strategies for obtaining economic independence. The family must sign a 5 year "Contract of Participation" which will include the goals established by them. The family will have up to 5 years to complete their specific goals. At the completion of the contract, the family is eligible to receive an escrow account that has been established in their name. In order to become eligible to receive the funds in escrow, the U.C.C family must complete all goals and must be free of social service assistance for a period of (at least) 1 year prior to the completion of the contract.

- Do you presently have a Section 8 voucher,and reside in Plainfield?
- Are you motivated to free yourself from social services?
- Are you motivated to obtain more education or job training?
- Are you motivated to seek and maintain full time employment?
- Are you willing to accept the assistance of the case Management staff?
- Are you willing to participate in group meetings?

Public Housing:

Richmond Towers

We offer low income public housing for the elderly and the disabled. We have 225 units with 135 efficiency and 90 1 bedroom units.  We offer a congregate housing program (chsp) this program allows our frail and elderly to remain in their apartments for as long as possible by offering housekeeping, personal assistance and an evening daily hot meal.  Transportation is provided for medical appointments as is assistance with laundry. 

On a monthly basis we offer a podiatrist, health insurance counselling, a home health aide program and orthopedic specialist.  We also have a medical doctor who does (upon request) housecalls.  Residents have access to an all-around volunteer who also assists with completing paperwork.  

 

West End Gardens

West End Gardens was built in 1954; it consists of 128 (1, 2, 3, and 4 bedroom) units. Plainfield has a rich industrial history but in recent years, it has become racially and economically isolated.  Through the years we have had large percentage of businesses to relocate and leave the community devastated by lack of organizations to supply gainful employment.

The Federal Government has instituted a number of programs to aid the low-income population to be able to afford a safe, decent, and affordable housing.  The Housing Authority of Plainfield also has a number of facilities that are available for Public housing or subsidized housing. 

 

Elmwood Gardens

Elmwood Gardens was built in 1961; it consists of 120 (1, 2, 3, and 4 bedroom) units. Plainfield has a rich industrial history but in recent years, it has become racially and economically isolated.  Through the years we have had large percentage of businesses to relocate and leave the community devastated by lack of organizations to supply gainful employment.

Liberty Village

Liberty Village is a privately owned 96 units of Section 8 Project Base HUD's rental assistant complex.

Liberty Village is managed by the Housing Authority Of Plainfield, it is compose of families with low & moderate incomes. Houses have 1, 2, 3 & 4 bedrooms.

Admissions only by application when available.

2. Do not be late for your appointment - This tip should speak for itself.

3. Dress appropriately - If you want to be treated with respect, dress as appropriately as possible. We are not saying wear a suit. Just make sure you and your clothes are clean and non offensive. We have found that clients who dress in this manner have a better chance of receiving aid.

4. Bring all pre determined documentation - Bring all of the documents you were advised to bring from your appointment phone call. Without them, you will not receive aid.
