General Relief
Community Services administers the General Relief program based on the Franklin County Relief Policy and Manual approved by the Board of Supervisors. Franklin County General Relief can offer short-term financial assistance to qualified persons for such things as
    rent
    utilities
    food
    prescription medications
    transportation
    burial/cremations
Burial/Cremations
General Relief can provide financial assistance with burial expenses for qualified persons. Assistance is limited to the following:
1. "Poor Persons", meaning person who have no property, exempt or otherwise, who are unable, because of physical or mental disabilities, to earn a living by labor.
2. "Needy Persons", who are those not meeting the definition in #1 above, yet meeting the financial eligibility of the County Relief policies.
ASSISTANCE PROGRAMS To apply for assistance programs you can go online to the online DHS Financial Support application on this page: http://dhs.iowa.gov/how-to-apply. For help with completing your online application, please contact this local DHS Office.   
 When you go online, there is an assessment section that lets you know whether you qualify for services. If you qualify you can file the application online.

 - Iowa's Family Investment Program offers time limited benefits for low income people with children.
 Food Assistance
 - This is the program that used to be called food stamps.
 Child Care Assistance
 - Iowa offers subsidized child care for children in families with low incomes.
 Medicaid
 - Healthcare coverage for children, elderly, and people with disabilities.  IowaCare offers limited benefits for adults who are not eligible for Medicaid.
